Notice of proposed changes to service rules
RE: Oversized main extension rates for developers and new meter costs
The Las Vegas Valley Water District (LVVWD) is responsible for delivering potable drinking water to its customers. To provide developers more flexibility, the LVVWD is considering changes to its service rules that affect the reimbursement rate for oversized main extensions for developers.
Under the proposed provisions, when a developer elects to receive a reimbursement for the cost of oversizing a main extension, cost allowances per lineal foot will be based on the engineer’s estimate of construction costs and reimbursed based on the lowest responsive and responsible bid amounts for the contract.
The LVVWD is also considering changes to its service rules that affect the purchase cost per meter as the LVVWD has not updated its cost per meter in more than a decade. Under the proposed changes, the purchase cost for a meter would reflect actual meter costs. For smaller meters, this represents an approximate increase between $12 and $16 per meter. All other charges for service connections will not be affected by this change.
Purpose of notice
This notice is being provided in order to conform to the requirements of NRS 237.030–237.110, “Adoption of Rules Affecting Businesses.” Potentially affected businesses may submit data and arguments to the LVVWD on the following questions:
- Do the proposed changes impose a direct and significant economic burden upon your business? If you believe these changes do, please be specific as to why the change imposes such a burden.
- Do the proposed changes restrict the formation, operation or expansion of your business? If you believe these changes do, please be specific as to how and why the change imposes such a burden.
The LVVWD will consider the Business Impact Statement at its regular meeting on Tuesday, August 4, 2020 at 9:00 a.m. in Commission Chambers at the Clark County Government Center. At that time, it is anticipated that the LVVWD Board of Directors will set a public hearing for September 1, 2020 at 9:00 a.m. at the same location to consider approval of the proposed changes.
Please review and evaluate how the proposed changes will affect your business in light of the two questions listed. If you believe your business is affected by the proposed rule, you must provide a response to the LVVWD no later than 6:00 p.m., July 21, 2020.To provide a response via post mail:
